Парламентская ассамблея Совета Европы приняла резолюцию о ситуации в Донбассе и Крыму

Парламентская ассамблея Совета Европы приняла резолюцию о гуманитарных последствиях войны в Украине, в частности о ситуации в отдельных районах Донецкой и Луганской областей. Об этом указано на сайте ПАСЕ. Информацию распоространило агентство РБК.

"Ассамблея встревожена гуманитарной ситуацией, которая является следствием продолжающейся российской войны против Украины, которая проходит в определенных районах Донецкой и Луганской областей, а также оккупации и попытки присоединения Крыма к Российской Федерации", - говорится в сообщении.

По данным Ассамблеи, на сегодня более 4 миллионов человек нуждаются в гуманитарной помощи. Вооруженный конфликт занял более 10 тыс. человек. Число людей, получивших ранения во время войны, достигло более 24 тыс. человек. Кроме того, более 1,6 миллиона человек являются внутренне перемещенными лицами, и почти полмиллиона человек ищут убежища в других странах, большинство из которых находятся в Российской Федерации.

Принятый текст резолюции призывает российские власти прекратить всякую финансовую и военную поддержку незаконным вооруженным группам в Донецкой и Луганской областях.

Также, согласно документу, Россия должна обеспечивать соблюдение прав человека и безопасности всех людей, проживающих в оккупированном Крыму, и обеспечить беспрепятственный доступ к аннексированному Крыму международным организациям.

Указано, что после оккупации в 2014 году 44 украинца исчезли в Крыму, 6 из них были найдены мертвыми, 17 были уволены, двое - осуждены, а 19 все еще считаются пропавшими без вести.

"Все стороны войны должны освобождать и обменивать всех военнопленных и людей, захваченных во время войны", - указано в резолюции.

The Assembly is alarmed by the humanitarian situation which is a consequence of the ongoing Russian war against Ukraine, which is taking place in certain areas of the Donetsk and Luhansk regions, and of the occupation and attempted annexation of Crimea by the Russian Federation.

According to the Assembly, more than 4 million people are in need of humanitarian assistance. The armed conflict has taken the lives of more than 10 000 people. The number of people injured during the war has reached more than 24 000. Besides, more than 1.6 million people are internally displaced and almost half a million people are seeking asylum in other countries, most of them in the Russian Federation.

Adopting a resolution, based on the report prepared by Egidijus Vareikis (Lithuania, EPP/CD), the Assembly called on all member States “to use their joint political efforts to put an end to this conflict and the sufferings of the civil population”. All sides of the war should “release and exchange all prisoners of war and people captured during the war”, respect the civilian nature of infrastructure and ensure the protection of civilians and their full access to essential services.

The adopted text calls on Russian authorities to cease all financial and military support to the illegal armed groups in the Donetsk and Luhansk region, uphold all its obligations under applicable international law as an occupying Power and to ensure respect for the human rights and the security of all people living in occupied Crimea and ensure unhindered access to annexed Crimea to international organisations.

The Ukrainian authorities should bring the Criminal Code in line with the provisions of international humanitarian law, adopt legislation on humanitarian demining actions and revise the Law on humanitarian assistance to facilitate the procedure of delivery of humanitarian assistance to the war affected territories.
