Новый год встретил луганчан подорожанием хлеба и закрытием краснолучского хлебозавода. Эти события между собой напрямую почти никак не связаны. Хлебозавод решил закрыть его владелец из-за низкой рентабельности. А почему подорожал хлеб - не знает никто.
Подарочек от акционера
После новогодних выходных работникам краснолучского хлебозавода объявили, что их предприятие закрывается. Выпуск продукции прекратится в марте, а почти полторы сотни работающих там сократят. Причина в том, заявил собственник предприятия, что оборудование завода изношено и морально устарело, поэтому производство нерентабельно.
Сейчас хлебозавод выпускает 2 тонны продукции в сутки, это около 20% от всего объема потребления хлеба в Красном Луче, где живет 120 тысяч человек. Узнав о планах закрытия хлебозавода, в мэрии схватились за голову: в результате городской бюджет потеряет более миллиона ежегодных поступлений, а уволенных работников в депрессивном городе трудоустроить просто невозможно.
Поэтому городской совет поддержал хлебопеков, когда те 8 января вышли на митинг протеста. Мэр Красного Луча Марина Филиппова на сайте городского совета назвала решение собственника хлебозавода «возмутительным и беспрецедентным». И обратилась в прокуратуру, налоговую инспекцию и инспекцию по труду с просьбой провести проверку законности намеченной ликвидации предприятия.
Два профсоюза
Тем временем работники хлебозавода заявили, что не будут подписывать никаких документов о сокращении и не намерены забирать свои трудовые книжки в отделе кадров. И создали новую профсоюзную организацию. Как оказалось, это уже второй «новый» профсоюз на хлебозаводе за последний месяц.
Накануне Нового года, сообщил нам источник в мэрии, работникам хлебозавода предложили подписать некие ведомости, якобы на получение подарков. Впоследствии оказалось, что это были коллективные заявления о вступлении в... профсоюзную организацию. На заводе предполагают, что тот профсоюз был «карманным» и нужен был руководству, чтобы без осложнений провести сокращение работников.
Поэтому хлебокомбинатовцы приняли решение создать собственный профсоюз. Собрание трудового коллектива пришлось проводить у проходной, под открытым небом, на территорию завода его инициаторов не пустили. В собрании в качестве консультантов участвовали секретарь Краснолучского горсовета и начальник управления труда и социальной защиты населения. На первом собрании нового профсоюза коллектив выразил руководству хлебозавода несогласие с решением об остановке производства и направил соответствующее обращение собственнику предприятия.
Краснолучский хлебозавод является структурным подразделением акционерного общества «Коровай». В 2010 году, по данным годового отчета, ПАО «Коровай» получило чистый доход в размере 299,43 миллиона гривен, чистый убыток составил 19 миллионов гривен. Около года назад акции «Каравая» приобрела донецкая компания «Торговый дом «Золотой урожай», входящая в аграрную группу Lauffer и являющаяся крупнейшим в Восточной Украине производителем хлеба. «Золотой урожай» связывают с донецким экс-нардепом от ПР Александром Лещинским. Его имя стало широко известным в 2001 году после убийства руководителя телекомпании «ТОР» журналиста Игоря Александрова. Одно из предприятий Лещинского было учредителем этой телекомпании.
Закрыть нельзя реконструировать
До покупки «Коровая» донецкой компаний, в канун 8-го марта 2011 года на АО случилось ЧП. Из-за отсутствия сырья был на некоторое время остановлен Свердловский хлебокомбинат. Без хлеба остались шахтерские Свердловск и Ровеньки. За это правоохранители задержали главу правления ПАО «Коровай» Василия Рудого, впоследствии ему предъявили обвинение по статье «Злоупотребление служебным положением».
Как отреагирует прокуратура на решение закрыть краснолучский хлебозавод, еще неизвестно. Руководители завода говорят, что его ожидает реконструкция. Но в какие сроки она будет проведена и состоится ли вообще, также неизвестно. Вполне возможно, хлебозавод просто ликвидируют, как это было несколько лет назад в Алчевске. Сейчас в город металлургов «Каравай» возит из Луганска несколько сортов хлебобулочных изделий. А освободившуюся нишу заняли другие производители хлеба.
Похожее уже происходит в Красном Луче, в хлебные отделы стали привозить хлеб из соседней Донецкой области. А магазины принялись расторгать договоры поставки с краснолучским хлебозаводом.
Успенский на сыворотке
Перед Новым годом продавцам хлеба пришлось менять ценники. Хлеб к праздничному столу луганчане покупали уже по новой, более высокой цене.
«Подорожал черный хлеб от «Каравая»: сорта «Московский» и «Бородинский» стали дороже приблизительно на 5%. А белый «Успенский» - на 18%, потому что поменялось название, раньше он был просто «Успенский», а сейчас - «Успенский на сыворотке». Раньше этот хлеб стоил 4 гривны, а сейчас - 4,70», - сообщила директор продуктового магазина Виталина Ляпцева. Хитрость не принесла большого эффекта. После переименования спрос на подорожавший «Успенский» снизился, сообщила директор, хотя, возможно, качество хлеба повысилось, если, конечно, делают его на самом деле «на сыворотке».
Руководители «Коровая» причины подорожания своего хлеба не объясняют. Очевидно, что оно никак не связано с закрытием краснолучского хлебозавода. Возможно, это следствие управленческих решений нового собственника. В «Золотом урожае» после покупки «Каравая» заявили, что к концу 2012 года выведут его хлебозаводы на среднеотраслевой уровень рентабельности. Впрочем, цены на свою продукцию незначительно повысили и другие производители хлеба.
В Луганской облгосадминистрации уверяют, что для повышения цен на хлеб никаких предпосылок нет. По словам заместителя председателя ОГА по вопросам агропромышленного комплекса Сергея Маслиева, запасов зерна в области вполне достаточно, цена на муку стабильная. Если подорожание и произойдет, сообщил чиновник, то незначительное, тонна пшеницы может стать дороже максимум на 17,5 грн. - это цена хранения на элеваторе.
