Народные избранники готовят очередную сладкую приманку населению в канун парламентских выборов. На этот раз они предлагают установить государственное регулирование цен на молоко, включив его в перечень уже регулируемых сельхозпродуктов. Ожидается, что до депутатских летних каникул во втором чтении будут одобрены сразу два законопроекта, которые позволят Кабмину устанавливать минимальные цены на молоко. Первый — «О внесении изменений в Закон Украины «О молоке и молочных продуктах» (предложен депутатом-регионалом Валерием Коновалюком). Второй — группы депутатов Аграрного комитета во главе с Григорием Калетником — «О внесении изменений в статью 3 Закона Украины «О господдержке сельского хозяйства Украины». Обе инициативы приняты за основу. Мотивы народных избранников просты: установить такие минимальные закупочные цены на молоко, которые устроили бы частных производителей — селян. Именно они с марта страдают от существенного падения закупочных цен на сырье. В настоящее время переработчики закупают у населения молоко по 1,80-1,90 грн. за литр. До сих пор никакие меморандумы, подписанные представителями правительства и местными чиновниками с переработчиками молока о стабилизации цен, не дали результата — сырье продолжает дешеветь. Виной тому сезонный профицит молока и дестабилизация поставок сыров на экспорт в Россию. Эти объективные причины оказались сильнее убеждений Кабмина.
Очевидно, что поэтому власти от увещевания перешли к делу: решили узаконить свое требование прекратить обесценивание сырья. Валерий Коновалюк объясняет свою инициативу разницей в ценах на молоко и готовую продукцию. «Молоко у крестьян закупается по 1,90 грн. за литр, а в розничных сетях население покупает его в среднем по 7-8 грн. за литр. Вследствие диспропорции, когда молочное сырье фактически в четыре раза дешевле молока магазинного, переработчики получают огромные прибыли, а производители, обычные селяне, отдают молоко за бесценок, фактически лишь покрывая затраты на производство»,— сетует депутат.
С таким мнением согласен президент Ассоциации производителей молока Андрей Дыкун. Правда, он считает, что необходимо не устанавливать минимальные цены на молоко, а корректировать ценообразование непосредственно на предприятиях-переработчиках и в точках продажи.
Глава Союза молочных предприятий Украины Вадим Чагаровский уверен, что любое регулирование цен на молоко приведет к аномальной ситуации на рынке. «Пройдет сезон профицита молока, и цены на сырье начнут увеличиваться сами собой. Подстегнет их рост и начало экспорта сыров в Россию. Это нормальный рыночный процесс, любое государственное вмешательство может закончиться очередным скачком цен, в этом случае уже на конечный продукт»,— прогнозирует господин Чагаровский.
Глава аграрного комитета ВР Григорий Калетник говорит, что включить молоко в перечень продуктов государственного регулирования необходимо потому, что его производство в стране существенно падает, в первую очередь за счет населения. «Вследствие того, что Кабмин в 2011 г. не выполнил ни одного постановления о поддержке производителей молока, этот показатель снизился вместе с уменьшением поголовья»,— утверждает депутат. Так, в 2011 г. население избавилось от 50 тыс. голов КРС, а выпуск молока уменьшился на 163,7 тыс. т, до 11,1 млн. т. В первом квартале установившийся тренд снова прогрессирует: уничтожено 35 тыс. голов, а население продолжает недопивать молоко — вместо нормы в 380 кг в год оно потребляет лишь 204 кг.
Вводимые депутатами изменения, полагает господин Коновалюк, позволят правительству установить справедливые цены на молоко, которые будут способствовать росту доходов производителей, а также установлению минимальной прибыльности хозяйств. От регулирования выиграют производители и потребители, поскольку молока будет производиться больше. По крайней мере, на это рассчитывают нардепы.
Руководитель аналитического департамента консалтинговой компании «ААА» Мария Колесник полагает, что с подачи правительства минимальные цены на молоко могут быть установлены на уровне 2,20-2,50 грн. за литр. Но она, как и господин Чагаровский, уверена в том, что введение минимальных закупочных цен приведет к увеличению себестоимости молочных продуктов у переработчиков. Это, в свою очередь, вызовет подорожание товаров на магазинных полках. «Думаю, что инфляция не будет слишком существенной, но рост цен на молочные продукты в пределах 10-15% мы увидим»,— полагает эксперт. По ее мнению, ситуация с молочным сырьем не так катастрофична, как описывают депутаты.
