Проект по очистке реки Лугань, о котором в областном центре говорят уже много лет, наконец-то готов и утверждён Киевом. В разное время разные люди – от губернатора до мэра Луганска – называли разные суммы и разные сроки выполнения работ. 27 марта журналисты услышали окончательные цифры.
Проект презентовал начальник Государственного управления охраны окружающей природной среды в Луганской области Александр Арапов. По его словам, очистка реки на территории Луганска обойдётся почти в 100 млн. грн., а именно – 99 млн. 974 тыс. грн.
Александр Арапов напомнил, что необходимость очистки русла Лугани возникла давно и сейчас достигла критической точки: возвратный сброс 100 млн. кубометров вод в реку осуществляет 61 предприятие.
Наиболее интенсивно процесс загрязнения водной артерии происходит на территории Луганска. Так, в областном центре отработанные воды в реку сбрасывают предприятия «Лугансквода», «Теплокоммунэнерго», «Лугансктепловоз», «Лугансксталь», «Луган-Нова», ШУ «Луганское» и другие. В результате город столкнулся с проблемой подтопления, в зону которого попало 1425 га земли в 3-х районах областного центра.
«Очистка реки Лугань сейчас остро необходима ещё и потому, что данный проект является своеобразной подготовкой к проекту более масштабному, международному – реанимации реки Северский Донец, - сообщил Арапов.- Проект, который мы сегодня презентуем, очень сложный. Сначала мы планировали очистить 38 км реки по территории Луганска. Но потом, в процессе разработки проектно-сметной документации, прикинули, что для реального воплощения проекта в жизнь нам необходимо уменьшить протяженность очистки на 7 км».
Правда, не все деньги пойдут на именно на очистку русла. Большая часть суммы – 74 млн. грн. – предусмотрена на строительно-монтажные работы, строительство гидротехнических сооружений, и лишь 25 миллионов – непосредственно на очистку.
Технологический процесс присутствующим пояснил заместитель Александра Арапова Алексей Савенко. Он уточнил, что очистке подлежат 27, 265 км реки: от пос. Весёленькое - до г. Александровска. Обследуя эту территорию, специалисты определили основные проблемы, которые необходимо будет устранить: заторы (на указанном участке обнаружено 102 затора), обрушение берегов, заиленность, неудовлетворительное состояние водовыпусков, запорной арматуры, каналов и насосных станций.
Как проектировщики предложили справиться с очисткой?
Общий участок они разделили на 3 части. 1-й и 3-й - будут очищены с помощью плавающего экскаватора. 2-й , протяженностью 16 км, - более сложный - он располагается в густо застроенной центральной части города. Поэтому его очистят земснарядом, а ил складируют на иловых площадках. Выловленные деревья пойдут на производство плеет, пластик и железо – на вторичную переработку.
«Планируется построить 3 иловых площадки общим объёмом 323 тысячи кубометров. Располагаться площадки будут на окраине города», - отметил А. Савенко.
Кроме того, на 17-ти участках реки специалисты проведут берегоукрепление, реконструируют 35 водовыпусков, построят 9 новых насосных станций, 6 площадок для забора воды пожарными машинами, постоят 3 новых поста (в пос. Тепличном и по ул. Вишневой) и реконструируют старый мост в парке им. Горького.
«Выполненный комплекс работ позволит повысить пропускную способность реки в 5-7 раз и увеличить её ширину до 14-46 метров», - резюмировал А. Савенко.
Календарный срок выполнения работ – 44 месяца.
«При условии своевременного финансирования мы должны успеть за 3 года», - заявил журналистам Александр Арапов.
По его словам, в текущем году на работы по проекту 10 млн. грн. потратят из областного экологического фонда, ещё 20 млн. грн. выделит городской бюджет Луганска. Кроме того, областные власти рассчитывают получить ещё 10 млн. грн. из Государственного экологического фонда.
"Но тут есть проблема. Государственный экологический фонд финансирует работы лишь в сельской местности». «Но мы будем добиваться того, чтобы нас признали таковыми, поскольку часть работ, фактически, мы будем вести в такой местности, как, например, посёлок Весёленькое", - добавил он.
В 2012 году областная власть планирует выполнить подготовительные работы: строительство новых насосных станций и иловых площадок. К работам приступят после того, как проведут тендерные процедуры. С учётом того, что в среднем они длятся 45 дней, стоит рассчитывать, что к реализации проекта приступят в середине июня 2012 года.
Александр Арапов не стал отрицать, что в проект ещё могут быть внесены изменения. Однако он заявил, что от намеченного областная власть не оступится и уже с текущего года начнёт жестко контролировать предприятия, которые сбрасывают загрязнённую воду в Лугань, чтобы бюджетные средства не тратились впустую.
В нынешнем состоянии небольшая речка Лугань в период таяния снега является настоящей бедой прежде всего для Каменнобродского района г.Луганска. А летом - подлинным украшением города.
