По прогнозам синоптиков в ближайшие дни возможен снегопад. Как правило, в первые дни снегопада затрудняется движение транспорта по улицам областного центра из-за скопления загрузнувшего в снегу легкового индивидуального транспорта. Это затрудняет и работу дорожных служб по очистке дорог от снега. Поэтому ГАИ города обращается ко всем владельцам индивидуального транспорта с просьбой во время снегопада не выезжать из гаражей без особой надобности, чтобы не создавать неудобства себе и транспорту, который обеспечивает жизнедеятельность города.
Зима – не самое благоприятное время для автолюбителей. ДТП в зимнее время года можно встретить чаще, чем обычно. Из-за снегопада или гололеда возникает опасность потери управляемости автомобиля, съезда в кювет, заноса и даже опрокидывания. Причина дорожных неприятностей зимой – ухудшение сцепления колес автомобиля с поверхностью дороги. Сцепление колес с поверхностью дороги характеризуется коэффициентом сцепления, который колеблется в пределах 0,6 – 0,8. Минимально допускаемый коэффициент сцепления, согласно условиям безопасности движения, составляет 0,4. Под воздействием метеорологических условий дорожные покрытия теряют свои качества, а коэффициент сцепления при этом снижается до опасных пределов. Остановочный путь может увеличиваться в 3-4 раза в зависимости от состояния дорожного покрытия. Одной из основных ошибок водителей при езде по мокрой, заснеженной или обледенелой дороге является неправильный выбор скорости. Самым важным здесь является научиться определять опасную для движения дорогу и своевременно изменять режим и тактику управления.
Как определить состояния дорожного покрытия
Резко нажав на педаль тормоза, не всегда можно оценить насколько опасна дорога, но человек с нормальным зрением почти всегда увидит скользкую поверхность.
Также в некоторых случаях проверять сцепление колес с дорогой можно путем резкого нажатия на педаль газа. Если ведущие колеса сорвутся в пробуксовку, значит дорога достаточно скользкая, и при движении по ней надо выполнять следующие меры предосторожности:
– Продолжать движение на пониженной скорости. На такой дороге необходимо значительно больше места для маневрирования и полной остановки. Также будьте особенно внимательны, приближаясь к мостам или путепроводам. На таких участках дороги ледяное покрытие появляется раньше, чем в других местах. В таких зонах следует избегать резких движений рулем, тормозом и резко менять скорость движения.
– Старайтесь сохранять скорость постоянной, педалью газа пользуйтесь осторожно и мягко, без лишних движений. Безопасность на скользких поворотах
При прохождении поворотов на автомобиль действует боковая сила, стремящаяся сдвинуть его в сторону от поворота. Чем выше скорость и круче поворот, тем она больше. Повороты особенно опасны на скользкой дороге, поэтому в данном случае скорость лучше всего снизить до минимума и ни в коем случае резко не тормозить.
Чтоб предупредить занос, водителю необходимо соблюдать следующие правила:
– двигаться по дороге с минимальной скоростью, обеспечивающей безопасность;
– при поворотах и съездах с проезжей части дороги поворачивать рулевое колесо очень плавно;
– избегать торможения на поворотах и закруглениях;
– при остановке автомобиля заблаговременно снижать скорость до минимальной, а затем плавно тормозить.
Если автомобиль заносит, выполните следующие правила:

В случае с переднеприводным – обороты, наоборот, лучше увеличить, таким образом сила тяги на управляемых колесах позволит «вытянуть» автомобиль из заноса.
4. Поворачивайте руль в сторону заноса. Задняя часть машины пошла влево, туда же следует вывернуть и руль, и наоборот. Это движение нужно довести до автоматизма, чтобы в случае необходимости выполнить без рывков, но быстро. Обратите внимание, что передние колеса всегда смотрят в направлении движения. Лишний поворот руля в панике может еще больше разболтать машину. Поэтому руль надо поворачивать быстро и в меру.
Что делать на подъеме или спуске в гололед:
При преодолении скользких подъемов заблаговременно выберите соответствующую передачу и скорость, чтобы не менять их на самом подъеме. У переднеприводных автомобилей иногда бывает, что передние колеса на скользком подъеме начинают буксовать; в таких случаях можно попробовать взять подъем задним ходом, порой это срабатывает. На обледенелых спусках тормозите двигателем, включив еще наверху вторую передачу. Если в этом случае нажать на тормоз, то машина превратится в санки. То же самое может получиться при резком повороте руля: если автомобиль ехал прямо, так он и будет ехать дальше.

Госавтоинспекция в связи с неблагоприятными погодными условиями просит водителей быть предельно внимательными и взаимовежливыми на дорогах. Не забывать включать внешние световые приборы, пристегиваться ремнями безопасности выбирать скоростной режим из реальной дорожной обстановки и метеорологических условий.
Очень опасна зима и для пешехода – гололедом, снегопадом и коротким световым днем. В условиях недостаточной видимости пешеход, переходя проезжую часть дороги, рискует вдвое больше, чем в светлое время дня
Понятие темного времени суток и недостаточной видимости из ПДД:
"Темное время суток" - промежуток времени от конца вечерних сумерек до начала утренних сумерек.
"Недостаточная видимость" - видимость дороги менее 300 м в условиях тумана, дождя, снегопада и тому подобного, а также в сумерки.
Если вы движетесь в плохую погоду или когда уже или еще не светло по обочине или проезжей части, то правила рекомендуют воспользоваться световозвращающими предметами, например фонарики или повязки со световозвращающими элементами . Они могут неадекватно оценить ситуацию и, испугавшись, броситься под колеса.
РИСК ПРИ ОГРАНИЧЕННОЙ ВИДИМОСТИ
Нередки случаи, когда водитель сбивает пешехода на нерегулируемом пешеходном переходе по причине недостаточной видимости. Например, ночью или в сложных дорожных условиях: дождь или снегопад.
В случае непогоды или недостаточной видимости, водителю необходимо соблюдать максимальную осторожность и выбирать безопасную скорость, вплоть до 20-30 км/час. Будьте максимально осторожны на пешеходных переходах и всматривайтесь в каждую тень - это может быть перебегающий дорогу человек.
Еще одна ситуация:
Автомобиль в крайнем правом ряду остановился, чтобы пропустить пешехода. Тот, переходя дорогу, выходит из-за пропускающего его автомобиля и становится мишенью для не ожидавшего это водителя транспортного средства, двигающегося по соседней полосе. Описанная ситуация - самая частая причина ДТП.

В ПДД написано, что в случае возникновения препятствия водитель обязан снизить скорость вплоть до полной остановки. Но если вы видите, что данные действия могут привести к тяжелым последствиям - тормозного пути явно не хватит, то от этого правила, согласно п. 2.14 ПДД, можно отступить и постараться объехать человека.
Совет для пешехода. В случае если на вас мчится автомобиль, то, как это ни странно звучит, лучше всего оставаться на месте - у водителя тогда есть возможность объехать вас. Если же столкновение неизбежно, в момент удара лучше всего постараться перекатиться по капоту - это на 50-70% смягчит силу удара.
Пешеходы ошибочно считают, что в темное время суток при свете фонарей или фар их прекрасно видно, но это совсем не так! Водитель замечает их , когда практически избежать наезда невозможно.
Снегопад гораздо страшнее, чем темнота. Заметить в такую погоду идущего по обочине или перебегающего дорогу человека и вовремя затормозить - очень трудно. А осадки, кроме снижения видимости, еще уменьшают сцепление с дорогой, что приводит к увеличению тормозного пути. Поэтому пешеходам в такую погоду стоит быть предельно аккуратными на дорогах.
Если вы переходите дорогу, даже по пешеходному переходу, вместе с ребенком, держите его за руку. Очень часто можно увидеть, как дети выскакивают на проезжую часть раньше родителей, порой на запрещающий сигнал светофора. Если вдруг произойдет трагедия, даже если в ней будет виноват водитель, вам от этого легче не станет.
Не стоит думать, что, остановившись на разделительной полосе, вы находитесь в безопасности. Дорожная ситуация может быть разная: плотный транспортный поток, машина, пошедшая или завершающая обгон - и вы окажетесь пострадавшим в ДТП.
Если же на дороге гололед некоторые тяжелогруженые фуры, даже при движении с разрешенной скоростью просто не смогут вовремя остановиться, поэтому, даже переходя дорогу по переходу, будьте аккуратны.
Если вы вышли на остановке из общественного транспорта, а дорога узкая, то даже если вы обходите транспорт сзади, обязательно посмотрите, не едет ли по встречной полосе автомашина.
