МВД хочет отменить журналистские удостоверения
МВД выступает за отмену журналистских удостоверений и создание единой национальной пресс-карты.Об этом во время круглого стола сообщил заместитель руководителя пресс-службы МВД Сергей Бурлаков, сообщает.
"Министерство внутренних дел однозначно поддерживает идею введения единых пресс-карт, поскольку это существенно облегчит процесс идентификации журналистов и мгновенно снимет множество проблемных моментов, которые сейчас существуют", - отметил он.
По словам Бурлакова, без отмены журналистских удостоверений, выдаваемых редакциями СМИ, нет смысла дополнительно вводить единую пресс-карту.
Он отметил, что одной из ключевых проблем, с которой сталкиваются правоохранители, является или выдача редакционных удостоверений людям, которые журналистами не работают, или выдача удостоверений от несуществующих или незарегистрированных изданий.
"Единая пресс-карта должна решить, прежде всего, эту проблему. Конечно, возникает вопрос критериев, по которым эта карта должна выдаваться. Лично мне нравится французская модель - там пресс-карту получают сотрудники официально зарегистрированных СМИ и те, кому журналистская деятельность приносит более 50% основных доходов", - добавил Бурлаков.
Он отметил, что для того, чтобы система заработала, кроме введения самих пресс-карт необходимо внести соответствующие изменения в законодательство. В частности, приравнять интернет-издания к средствам массовой информации, отменить редакционные удостоверения, внести нормы о единой пресс-карте, условиях ее выдачи.
Известный журналист Мустафа Найем в своём блоге заявил, что единая пресс-карта - это самое большое издевательство над здравым смыслом, которое могло прийти в голову украинским правоохранительным органам.
Единственный, кто нуждается в единой пресс-карте – это власть, считает журналист. В лучшем случае, это очередной акт эксгибиционизма, в худшем – попытка манипуляции.
Исполнительный директор Института массовой информации Виктория Сюмарсчитает, что изменения нужно внедрять постепенно и на первых этапах введения единой пресс-карты должны действовать и редакционные удостоверения.
Отметим, что в случае введения единой пресс-карты автоматически вне закона окажутся блоггеры, большинство внештатных корреспондентов и журналисты интернет-изданий, поскольку официально не смогут подтвердить статус журналиста.
