Еврорегион «Донбасс»: сотрудничество или экспансия?
В конце октября нынешнего года экс-губернатор Луганщины Валерий Голенко и глава администрации Ростовской области Василий Голубев подписали соглашение о создании на территории этих областей еврорегиона «Донбасс». Подписание этого документа было долгожданным, как для Луганщины, так и для российского соседа - созданию еврорегиона предшествовала трёхлетняя работа. Впрочем, у договора есть и скептики…
Ждали более трёх лет
Идея трансграничного сотрудничества с российским соседом возникла у руководства Луганской области в конце 2006 г. Впрочем, это и не удивительно, так как иных соседей у области просто нет.
Как свидетельствует статистика, Луганщина имеет общие границы с тремя областями Российской Федерации (Воронежской, Ростовской и Белгородской), общей длинной 776 км, в том числе 450 км – с Ростовской. Потребность экономических, социальный, культурных связей подтолкнула к созданию рабочей группы для разработки проекта еврорегиона.
Создание наметили на осень 2008 г. Однако во время президентства Виктора Ющенко «пророссийский» курс сотрудничества не отвечал внешнеэкономическим интересам Украины. Как отмечал Валерий Голенко, возглавлявший тогда облсовет, в Министерстве иностранных дел Луганщине «посоветовали, по сути, поискать других соседей и — перекроить глобус».
С приходом к власти в Украине Президента Виктора Януковича, отношения Москвы и Киева стали стремительно улучшаться. И в этом году идея создания «Донбасса» воплотилась в жизнь: центральные органы власти этому уже не препятствовали.
Как отметил в ходе торжественного подписания соглашения о создании еврорегиона «Донбасс» губернатор Ростовской области г-н Голубев, знаковым событием для развития отношений между странами стал первый российско-украинский экономический форум, который прошёл в Геленджике в начале октября.
Дескать, Дмитрий Медведев и Виктор Янукович «дали импульс, сказав, что надо не ждать новых команд, а активно начинать взаимодействовать и решать конкретные проблемы».
Дружба крепкая не сломается ?
Для Луганщины Россия является самым крупным внешнеторговым партнером. А конкретно с Ростовской областью фундамент тесного сотрудничества заложен ещё в 90-х.
Так, например, в 1999 г. было подписано Соглашение о торгово-экономическом, научно-техническом и культурном сотрудничестве между этими регионами. Основой же для развития трансграничного сотрудничества стала Программа Луганской области на 2008-2015 гг., утверждённая областным советом в декабре 2007-го, в рамках которой реализуется совместные проекты с российскими коллегами.
Также в конце октября прошлого года ростовчане подписали с луганчанами Меморандум о пролонгации Соглашения о сотрудничестве между Ростовской областью РФ и Луганской от 25.03.1999 г. на пять лет. Так, согласно соглашению, один раз в два года подписывается «план действий» отношений между этими регионами.
Последний такой План мероприятий по развитию отношений подписан в марте 2010 года.
О результатах «тесного соседства» свидетельствуют и цифры: внешнеторговый оборот Луганской области с РФ за 8 месяцев текущего года составил 3,15 млрд. долларов, экспорт — 1,27 млрд. долларов. Кроме того, 86% товаров, ввезённых на территорию Луганской области, имеют российское происхождение, а экспорт товаров в Россию осуществляют 222 луганских предприятия.
В сфере образования также наблюдается крепкая связь соседских регионов.
Например, по данным Луганской облгосадминистрации, в учебных заведениях Луганщины учится 976 студентов - россиян, 600 из них – из Ростовской области. Не говоря уже о том, что на Луганщине и в Ростовской области есть крупные приграничные населенные пункты, такие как райцентры Меловое и Чертково, где улицы и даже отдельные дома «разделены» на российские и украинские стороны. Там традиционно каждый год проводится праздничный фестиваль «Улица Дружбы».
Несмотря на всё это, некоторые политические эксперты видят в такой крепкой дружбе и отрицательные стороны для развития Луганской области.
Украина делится на части?
Еврорегион — это сотрудничество двух или нескольких приграничных территорий соседствующих государств. Он позволяет создавать совместные предприятия, развивать приграничную торговлю, реализовывать проекты в туризме, экологии, спорте и культуре. Немаловажно, что в пределах такой зоны практически устраняются таможенные барьеры.
«Трансграничное сотрудничество играет важную роль в европейской интеграции. В Украине приняты соответствующие законодательные акты, стимулирующие развитие этой формы открытой экономики. Еще в годы советской власти республика обладала определенным опытом приграничного сотрудничества, примером которого служила паромная переправа Ильичевск — Варна, – пишет в научной монографии «Геоэкономика Украины» профессор В. Дергачёв. - Трансграничное сотрудничество активизировалось после распада Советского Союза. В независимой Украине 17 административных областей стали приграничными. Вдоль периметра государственной границы были созданы еврорегионы, свободные экономические зоны, получили развитие намерения по сотрудничеству с Россией, Белоруссией, странами Центральной и Юго-Восточной Европы».
Еврорегион «Карпаты», в который в 1993 году вошли 19 административных единиц Украины, Польши, Словакии, Венгрии и Румынии, стал для Украины первенцем трансграничного сотрудничества.
Сегодня на территории Украины действуют 7 еврорегионов, в том числе 3 – с участием Российской Федерации (еврорегион «Днепр» в составе Брянской области (Россия), Гомельской области (Белоруссия) и Черниговской области (Украина),«Слобожанщина» в составе Белгородской области России и Харьковской области Украины и «Ярославна» в составе Курской области (РФ) и Сумской области (Украина).
Некоторые эксперты сходятся во мнении, что еврорегион как форма сотрудничества, может стать началом поглощения Украины соседним государством по частям.
Так, пресс-служба Луганского облсовета сообщает, что философ и общественный деятель, академик НАН Украины Мирослав Попович поделился своим мнением по поводу создания еврорегиона с одним из столичных изданий.
«Пока не ясно, какие административные и организационные формы приобретает подобного рода региональный союз. Трудно сказать, нарушает ли он суверенитет Украины. Совершенно очевидна цель подобного рода объединения — создание плацдарма для политических связей…», - отметил эксперт.
Схожее предостережение высказал политолог Александр Палий: «В Европе создание еврорегионов — достаточно распространенное явление. Но в Украине, к сожалению, это приобретает формы экспансии. Даже культурное сотрудничество в этом случае подразумевает насаждение антиукраинской идеологии».
Иного мнения луганский эксперт в области политики Владимир Иванов.
«Создание еврорегионов для Украины не ново. Луганская область в этом смысле уникальна своим географическим положением, - сказал Владимир Михайлович в комментарии «ОстроВ». - Создание трансграничных транспортных коридоров через Луганскую область даст толчок развитию не только экономики области, но и бизнесу, а также развитию отношений не только с граничащими странами, но и с другими – отдалёнными. Это очень важно».
Иванов считает, что заявления некоторых экспертов, о том, что создание еврорегиона «Донбасс» - попытка экспансии со стороны России – «это глупость и политиканство».
«Об экспансии, но со стороны запада, можно было заявлять и во время создания еврорегиона «Буг» (создан в 1995 году в составе Волынской области (Украина), Брестской области (Белоруссия) и Люблинского воеводства (Польша). - ред.). Никакой экспансии нет. Все эти заявления – глупость и политиканство, - отметил эксперт. – И чем меньше будет в этом вопросе политики и больше экономики, тем лучше».
Кроме того, по словам Иванова, со стороны государственной центральной власти для развития еврорегиона важно не столько экономическая поддержка в виде финансирования программ, а создание условий для социального сотрудничества местных органов власти с российскими коллегами.

По поводу основных направлений сотрудничества с Луганской областью ростовский губернатор отметил, что Ростовской области сегодня интересно всё, что связано с переработкой сельскохозяйственной продукции.
«У нас есть продукция, но не хватает её переработки. Убеждён, что это может стать совместным проектом», - сказал Василий Голубев.
В рамках еврорегиона «Донбасс» планируется развитие сотрудничества в ряде сфер – от промышленности до культуры. Оба губернатора отметили ключевой задачей модернизацию транспортного сообщения. Например, участие в восстановлении «Шелкового пути» - строительства автомобильной дороги через всю Украину с запада на восток, через Ростовскую область и с выходом в Казахстан.Также, уже есть проекты по созданию логистических центров.
«Уже есть совместные наработки по созданию логистических центров «Меловое-Чертково», «Новошахтинк-Свердловск». Сегодня этим проектам будет дан зеленый свет», - отметил Валерий Голенко.
Для предприятий и других субъектов приграничной и трансграничной деятельности в рамках еврорегиона предусматривается введение преференций, касающихся транспортно-логистической, торговой, производственной деятельности, строительства объектов хозяйственного, социального назначения в черте приграничья, отведения земельных участков, пользования коммуникациями, услугами банков, страховых компаний и т.д.
Кроме того, одним из первых направлений работы еврорегиона «Донбасс» станет приграничное сотрудничество. В частности, перед правительствами двух стран будет ставиться вопрос об увеличении количества пунктов пропуска через границу. По словам Голенко, для жителей двух областей упростят процедуру пересечения границы, упростят контроль, особенно санитарный, при перевозке грузов, а также упростят процедуру перехода границы для посещения объектов социального назначения - больниц, учебных заведений.
Также предусматривается сотрудничество в промышленности (например, в машиностроении - «Лугансктепловоз» и «Новочеркасский электровозостроительный завод»). По словам руководителей областей, создание еврорегиона позволит предприятиям Луганской и Ростовской области активизировать процесс получения деловой и другой информации, создать оптимальные условия для торгово-экономической деятельности и интегрирования в производственную и интеллектуальную сферу, создать оптимальные условия по пересечению границы транспортными средствами, осуществлять ремонт, обслуживание автотранспорта, хранение, перевалку грузов.
Что касается сферы экологии, то основной российско-украинской задачей, как отметил Голубев, будет реализация программы по восстановлению экосистемы и охране водного бассейна реки Северский Донец.
Совместных планов и проектов у руководства этих областей достаточно, однако на их реализацию необходимо финансирование, поскольку еврорегион подразумевает, прежде всего, сотрудничество экономическое. Здесь встаёт вопрос: сможет ли экономическое развитие Луганской области сравниться с российским регионом?
Так, по данным, размещённым на официальном портале Администрации Ростовской области бюджет их региона входит в число 11-ти крупнейших региональных бюджетов Российской Федерации. С 2005 по 2009 годы бюджет Ростовской области вырос в 2,4 раза и составил 112,4 млрд. рублей.А собственные доходы бюджета области, как основные доходные источники, составляют 2/3 всех поступлений в бюджет.
Луганские же депутаты в этом году утвердили общий объем доходов областного бюджета в сумме 2,9 миллиарда гривен, а общий объем расходов — 2,877 миллиарда.
Вопреки всем негативным мнениям, «Донбасс» начал свою работу. Сейчас еврорегион лишь на стадии становления и делать какие-либо выводы об его эффективности слишком рано. Остаётся ждать первые результаты.
