Кременской район борется за санаторно-курортный статус и Центр олимпийской подготовки
После проведения в Луганске в нынешнем месяце под эгидой Национального Олимпийского комитета Украины и Госслужбы молодежи и спорта по вопросам развития олимпийского движения всеукраинского семинара-совещания, неприметный и заштатный районный центр – Кременная - что называется, проснулся знаменитым.

Как оказалось, Президент НОКа и уроженец Луганщины Сергей Бубка знает о Кременном не понаслышке.
В ходе визита в Луганск Бубка во всеуслышание заявил, что на базе Луганского областного физкультурного центра «Олимп» будет создаваться восточноукраинский Центр олимпийской подготовки. Он отметил «высокий уровень луганской школы подготовки спортсменов, то, что в свое время сам тренировался в в Кременной.
«Кременная может стать прекрасной базой для подготовки спортсменов со всей Украины», – заявил он.
( В прошлом году спортсмены Луганщины завоевали 22 золотых, 28 серебряных и 29 бронзовых медалей на чемпионатах и кубках мира и Европы). Правда, Президент НОК выразил обеспокоенность материальным состоянием базы, дескать, манеж, принадлежащий киевскому спортобществу «Динамо», а это часть центра «Олимп», давно пришел в аварийное состояние и требует срочной реконструкции.
«Надо очень внимательно относиться к вопросу собственности спортивных объектов и забирать в собственность города, области детские спортшколы , чтобы не допустить их закрытия», – сказал именитый спортсмен.
Сегодня, поддерживая инициативы частных инвесторов, он , дескать, будет содействовать решению вопроса о передаче ведомственного легкоатлетического манежа киевского спортивного общества «Динамо» в областную коммунальную собственность.

Как сообщили «ОстроВ», в 90-е годы, когда лагерь остался без финансирования и умирал, ситуацию спасала именно область: периодически выделялись деньги, что-то покупалось, что-то – ремонтировалось, поддерживалась и своя, и «чужая» собственность «Олимпа».
« В конце 90-х домики совсем уже разваливались, но область вложила в них деньги, и в совокупности вложено сюда в два раза больше, чем они стоили, - рассказали нам в лагере. – Сегодня динамовцы вдруг вспомнили, что они также являются собственниками и теперь начинают претендовать на центр».
«Зеленые легкие» Донбасса
«То, что в Кременной будет создаваться центр олимпийской подготовки - очень важное заявление для нас, - подтвердил председатель Кременской РГА Валентин Рябинин, к которому мы также заглянули, чтобы выяснить, как обстоят дела в целом с курортно-санаторным статусом, на который вот уже пять лет претендует Кременской район.
«Создание в Кременной Центра олимпийской подготовки даст толчок развитию проекта, приблизит реализацию всех наших стратегических планов», - подтвердил он.
Итак, вот уже пять лет как самая зеленая восточная часть Луганской области – Кременской район , расположившийся на левом берегу р.Северский Донец, движется по пути превращения в мощную спортивно-курортную зону. Решением Кременского районного совета утверждена Концепция развития санитарно-курортной зоны Кременной. Основным направлением Концепции является создание системы оздоровительно-реабилитационной помощи населению и развитие рекреационной деятельности.
«Реализация концепции на основе лечебных свойств природных ресурсов района позволит создать в Кременском районе санитарно-курортную базу и Центр олимпийской и паралимпийской подготовки спортсменов Украины, - подтверждает председатель Кременского райсовета Юлия Назаренко. - 16 декабря на сессии Кременского райсовета природная территория района была провозглашена курортом местного назначения. Кременской район называют «оазисом» Донбасса. Территория региона отличается уникальной природной экосистемой, многообразием флоры и фауны, памятников природы и истории. Проведенная экспертиза показала, что под постройки рекреационных земель из гослесфонда можно выделить 151 га. Очень хотелось бы верить, что вскоре Кременской район станет национальным курортом. Главное - создать необходимую инфраструктуру».
Разработкой данной концепции в районе, где сегодня проживает около 48 тыс. человек, занялись еще в 2002г. Помогли британские специалисты в рамках международной программы стратегического планирования. Именно тогда общественность и власть определились , чего хочет больше всего, как осуществить прорыв из замкнутого пространства провинциальности и нищеты, и перейти в состояние перспективного самодостаточного региона, способного к саморазвитию.
Не так давно Кременская РГА получила заключение и Львовского института геологии и геохимии. Специалисты института проводили экспертизу кременских пелоидов ( лечебной грязи), кремния, белой, красной и голубой глины, залежи которых здесь есть. Из райбюджета на исследование изыскали 25 тыс. грн.
Выводы комиссии вдохновили: в Кременском районе обнаружена ультрапресная вода, гидрокарбонатнокальциевая вода, пробы воды в озерах Подпесочное, Довгенькое и других имеет характеристику как «чистая» и «очень чистая». Сегодня, как утверждают специалисты, дело остается «за малым» - получить заключение Одесского институт курортологии. Это будет последней точкой в присвоении району статуса курорта.
«За три месяца мы сделали то, на что у других уходит по пять лет, - отмечает Юлия Ивановна, ссылаясь на коллег из западной Украины. - Сразу же после получения благоприятного заключения одесситов объявим о проведении тендера. Предприниматели из Луганска, из Донецка, России уже ждут».
Интердеревня, археология, парк-сафари и центра дельтоплавания Властные структуры района и области со знанием дела рассказывают о создании на территории Кременского района многих привлекательных объектов, реализации ряда проектов, требующих определенных и немалых инвестиций. «При поддержке Луганской обладминистрации Кременской район планирует реализацию единой стратегии «Локальные инвестиции и национальная конкурентоспособность в части использования природных возможностей для развития экономико-социального потенциала района, - продолжает свой рассказ Юлия Назаренко. – Кременской район граничит с Харьковской и Донецкой областями, а также со Сватовским, Старобельским. Порпаснянским и Новоайдарским районами луганской области. Расстояние до Луганска – около 120 км, это, если ехать по железной дороге, или 130 км – шоссейными путями».
Наличие значительного природного потенциала в Кременной подтверждает и ГЛОХ. На территории района сконцентрировалось 43 га леса, 300 озер, в том числе 10 – больших. Около года назад в районе провели инвентаризацию всех баз отдыха, расположенных на территории будущей курортной зоны , изучили состояние и возможности баз отдыха и свободных земельных участков, радоновой скважины, которая есть здесь, залежи голубой, белой и красной глин, источники минеральных вод, пелоиды( лечебные грязи) .
«На территории района наличие немалых залежей пелоидов наблюдается в районе озер Длинненькое и Черниково, - рассказал исполняющий обязанности директора Кременского ЛОХа Владимир Скляров. - Около самого города Кременная находятся источники минеральных вод, которые по своему химическому составу и содержанию радона являются минеральными, лечебными. Есть рапа. Поверхностные воды озер Довгенькое, Черниково и Подписочное также можно считать минеральными. Они отличаются большим разнообразием уровня минерализации и состава, потому требуют постоянного детального изучения. Возле с. Михайловка есть вода, приблизительно похожая на боржоми".
«Но анализы, которые недавно провели львовяне, требуют доработки в Одесском институте, - уточняет председатель РГА . – Приезжающие смогут здесь получить самое разнообразное лечение – те же радоновые ванны, лечебные грязи. Как утверждают местные специалисты, также на территории района есть еще один лечебный ресурс – кремень, лечебные свойства которого широко известны в мире: при контакте с водой кремний подавляет бактерии, загнивание, брожение, этот элемент позитивно влияет на нормализацию давления человека, для лечения сосудов, инсульта и инфарктов, борется с воспалительными процессами в суставах, снижает уровень сахара в крови, лечит ЖКТ.
«Особенности ландшафта и климата, наличие источников лечебных веществ, богатство и разнообразие растительности и животного мира создают здесь все условия для занятий спортом, охотой, рыболовством, способствуют развитию многих форм рекреационной деятельности», - убеждена Юлия Назаренко.
Валентин Рябинин отмечает, что в апреле на международном экологическом форуме в Киеве удалось завоевать экологический сертификат.
« Есть уже и луганчане, и дончаки и другие, готовые вложить деньги в нашу курортную зону, - подтверждает он. - Развитие к курортной зоны даст Кременной около 2 тыс. новых рабочих мест. У нас здесь регион депрессивный После закрытия шахт мы только 2 тыс. 200 шахтерских мест потеряли».
Щуки плыли через... дорогу
Великие сосновые боры, живописные лесные озера, дубовый гай, где растут 300-летние дубы, урочища «Сосновый бор» и «Белоусова садка».
Здесь обитают в том числе и краснокнижные представители флоры и фауны, населяющие площадь более, чем в 43 тыс.га.
Егери лесничества не останавливаются на достигнутом – продолжают приумножать популяцию диких кабанов, зимой - подкармливают косуль и оленей. По их рассказам кроме коз лисиц, волков, зайцев и белок, на Кременщине водятся куница, бобр, ондатра, выдра. Из редких видов птиц есть даже серая сова и серый журавль. Старожилы припоминают такой неординарный случай: после одного из больших пожаров, который случился в 1996г., местные жители имели возможность наблюдать удивительные вещи: через дорогу вдруг начали плыть … щуки.
« Мы ехали в Червонопоповский совет, - рассказал исполняющий обязанности директора Кременского ЛОХа Владимир Скляров, - и вдруг через дорогу – щуки плывут. Пожар уничтожил большое количество деревьев, что привело к резкому увеличению количества подземных вод. А рядом – каскад озер. Вот те 10 тонн воды, которые раньше выпивались корневой системой, начали и начали выталкиваться на поверхность. Открылось новое русло речки…».

«Настоящую поддержку в продвижении нашего проекта мы получили только с приходом губернатора Владимира Пристюка, - подчеркивает он. - Губернатор заявил: «Кременской район будет иметь большую поддержку ОГА».
Кременчанцам хочется верить, что конечной целью реализации концепции должно стать создание широкомасштабного проекта по формированию сети региональных центров восстановительной медицины и курортного дела, оснащенных современным оборудованием и технологиями, Центра олимпийской и паралимпийской подготовки спортсменов Украины, создание единого комплекса «луганский курорт» в состав которого могут войти оздоровительные центры Кременского, Старобельского и Новопсковского районов. Ведь это даст реальный толчок развитию региона. Рябинин и Назаренко считают, что первый шаг – уже сделан, второй – поиски инвестора – впереди.
« На инвестиционном форму в октябре мы обязательно выставим свои проекты», - заверил Рябинин.
