Луганское предприятие УТОС: «Спасите наши души!»

На выездном заседании комиссии по вопросам погашения заработной платы и социальных выплат, состоявшемся в Луганске в середине декабря, было «жарко». Досталось и председателям районных комиссий, и директорам предприятий-должников, коих в областном центре оказалось немало. Однако даже в этом потоке негатива больше всего поразила ситуация, сложившаяся на Учебно-производственном предприятии УТОС: как оказалось, уже не один год заработную плату не получают работающие здесь инвалиды по зрению.
«ОстроВ» решил разобраться: и без того обделенные судьбой люди стали заложниками элементарной бесхозяйственности или чьих-то интересов? Если второе, то кто и как наживается на их беде, и есть ли выход из этой ситуации?
Диалог с приговором
В потоке озвученных цифр и фактов ситуация в УТОС потрясла даже не масштабностью суммы задолженности — 774 тыс. грн. (на заседании озвучивались и в разы большие цифры), а своей циничностью.
На заседании комиссии присутствовал нынешний директор предприятия Дмитрий Салимджанов. В этой должности он работает недолго — с февраля 2011 года. «Наследство» получил незавидное — на его предшественников заведены уголовные дела, а задолженность по зарплате на момент прихода Салимджанова в УТОС составляла 600 тыс. грн. Сейчас она выросла до 774 тысяч, и, видимо, это стало основной причиной того, что акценты на заседании были расставлены безапелляционно. Вот фрагменты диалога, состоявшегося между первым заместителем председателя Луганской облгосадминистрации Эдуардом Лозовским и директором УПП УТОС.
Э.Л.: «Люди годами не получают заработную плату и, тем не менее, ходят на работу. Почему они готовы ждать?».
Д.С.: Предприятие в поиске заказчиков, смежников…
Э.Л.: Сколько человек сегодня работает на предприятии?.
Д.С.: 95 человек, из них 54 — инвалиды по зрению
Э.Л.: За счет чего они живут? Какая у них пенсия?
Д.С.: Около 800 гривен
Э.Л.: То есть, каждому человеку должны почти годовую пенсию, и все они при этом ходят на работу? А где же доходы от деятельности?
Д.С.: Производство патронов для ламп накаливания на сегодняшний день убыточно. Их себестоимость — около 2 грн. А на оптовые рынки мы вынуждены сдавать по 1 грн. 30 коп. Чтобы исправить ситуацию, пытаемся расширять рынок сбыта — раньше луганские патроны реализовывались только на оптовом рынке Барабашево, сейчас мы их продаем на четырех рынках Украины.
Э.Л.: Каждый патрон приносит 70 копеек убытка, и вы их покрываете за счет зарплаты? Но если вы занимаетесь благотворительной деятельностью, ваш центральный орган должен выдавать деньги для покрытия затрат.
Д.С.: В этом году финансирования не было. На следующий год мы написали бизнес-план, в котором обозначили новые направления деятельности. Но выделят ли деньги, не знаем. Завезли оборудование, заключили договора по мехобработке
Э.Л.: Какая у вас зарплата, есть ли задолженность?
Д.С.: 3670 грн., но это не я придумал. Задолженность — 14 тысяч
Э.Л.: А на что вы живете?
Д.С.: Занимаю деньги, беру в кредит. На них и живу, и вкладываю в развитие предприятия.
Э.Л.: А ваши знакомые не могут нам занять?
Ситуация понятна: человек сменился, а система осталась. Долги будут расти, ситуация будет усугубляться. Инвалидов, несчастных людей, сделали инвесторами бизнеса, который «закрывается» наличкой на Барабашовке, и эксплуатируют самым циничным образом. То, что производится, идет на рынок по цене выше себестоимости, а оттуда идет наличка, которая понятно как расходуется. Перед нами — довольный жизнью, сытый человек. А инвалиды, которые неспособны за себя постоять, вам доверяют и не могут изменить ситуацию. Они ходят на работу, чтобы общаться, а их используют. Мы обратимся в УВД с просьбой проверить предприятие и разобраться в ситуации. Возможно, в будущем стоит создать какой-то клуб для инвалидов — его легче финансировать. А эту шайку-лейку — разогнать.
Звучит почти как приговор. Но основной журналистский принцип (увы, не всегда «работающий» сегодня) — «да будет выслушана и другая сторона». В данном случае имеется в виду не только руководство УПП УТОС (согласитесь, выглядевшее в вышеприведенном диалоге достаточно бледно), сколько те самые «цинично эксплуатируемые» люди. Ведь иногда и незрячими глазами можно увидеть немало.
Словом, мы отправились на предприятие.
«Человек сменился — система осталась»?
-Для меня стало шоком то, что на комиссии по задолженности были абсолютно бескомпромиссно «навешаны» ярлыки — вор и т. п., — такими словами встретил нас директор УПП УТОС Дмитрий Салимджанов. — И это — в принципе не зная ситуации на предприятии. Но когда наши многочисленные проверяющие по роду службы в нее вникают, удивляются, как мы вообще до сих пор существуем.

— Дмитрий Ильдусович, а было что терять? Когда-то предприятие было успешным?
— Конечно! В СССР еще в 30-х годах прошлого века было принято решение как-то организовывать и обеспечивать работой граждан с физическими отклонениями. Так и образовались общества слепых (УТОС) и глухих (УТОГ). Они создавались во всех относительно крупных городах (не обязательно даже районного значения). Это был как бы отдельный мирок. Но в нем было все учтено, проблема решалась комплексно. К примеру, в Луганске было не только создано учебно-производственное предприятие УТОС, но и рядом построены малосемейный дом и общежитие для инвалидов. На территории предприятия — клуб, школа, библиотека. При школе незрячие дети изучали систему Брайля и оставались потом здесь работать.
Тогда и в самом деле многое делалось «для блага человека» — жилье и необходимая инфраструктура должно были находиться рядом с работой, ведь ежедневные поездки слепым не под силу.
Изначально такие предприятия были на дотации государства. Тогда царила плановая система (не вижу в ней ничего плохого): у предприятия был постоянный заказ, все, включая социальную сферу, дотировалось государством.
У каждого из украинских УТОСов было свое направление. В основном, электротехническое оборудование, но конкретика — у каждого своя. К примеру, в Белой Церкви делали так называемые концевые выключатели. А луганский УТОС всегда занимался производством патронов для ламп накаливания. Всего предприятий такого профиля в СССР было два: одно — в России, второе — в Луганске. «Традиционная» промышленность эту продукцию не выпускала. Поэтому нормой был миллионный оборот, постоянные заказы.
Это был, по сути, отдельный промышленно-социальный сегмент.
— А сейчас господдержка сохранилась?
— У системы УТОС своеобразная схема — есть общественная организация и отдельное производство. Первая создавалась с целью адаптации, облегчения жизни инвалидов в обществе. Второе — чтобы они зарабатывали какую-то копейку, кроме пенсии, и чтобы было какое-то общение.
Дотации государства частично остались, но, в общем, все перешло на коммерческую основу. Центральное правление в Киеве существует, но только в прошлом году они начали развивать какой-то общий центр по сбыту. До того же каждое предприятие было само за себя — рынок сбыта руководители искали самостоятельно.
Если мы хотим открыть какое-то новое направление деятельности, нужно отправить бизнес-план в центральное правление. Там его утверждают (или не утверждают), и в первом случае Фонд помощи инвалидам, может быть, выделит деньги (если они есть) на возвратной или безвозвратной основе.
А вообще предприятие находится в частной собственности, считается объединением граждан. Но со своей коммерческой структурой.
Трудный «дешевый» труд
— Какая зарплата у инвалида по зрению?
— Когда я в феврале 2011-го пришел на предприятие, больше всего удивило то, что они получают 200-400 грн. в месяц. Их работа (видимо, так исторически сложилось еще с советских времен) всегда относилась к категории дешевого рабочего труда. Хотя я с этим абсолютно не согласен. Контакты приходят в листопрокате, его разрезают и «рубят» на станке люди с остатками зрения. Абсолютно незрячие руками — на ощупь — собирают патроны. Когда я пришел, на предприятии 4 года не было отопления: люди в холодных цехах, в фуфайках пальцами собирали керамику.
Почему же этот труд считается малооплачиваемым? Ведь такое не каждому здоровому под силу. Тем не менее… На начало года минимальная зарплата составляла 860 грн. У инвалидов выходило 600 (у них по льготам рабочий день меньше). А учитывая, что трудиться вынуждены были неполный рабочий день, на руки получали 200-400 грн.
Мы с экономистом сразу же сели, пересчитали и почти в полтора раза подняли общий фонд заработной платы (меня до сих пор за это «бьют»). Если раньше месячный фонд «гулял» в пределах 80 тысяч, сейчас он — около 100-120 тыс. грн. В общем, ставки-то мы подняли, но нынешних объемов производства не хватает, чтобы выплачивать эту зарплату.
— И задолженность растет?
— Сегодняшняя сумма задолженности скопилась не за один и не за два года. Насколько я знаю, на всех моих предшественников заводились уголовные дела. Когда я сюда только пришел (еще и.о. директора), мне прямо сказали: мы тебя записываем в «команду смертников».
Так вот, директора, который работал с 2003 по 2010 год, сняли сами инвалиды, они подняли волну протеста. В последние 3-4 года его работы и был накоплен основной объем задолженности — 400 тыс. грн. После него исполняющим обязанности полгода был главный инженер, при нем задолженность выросла еще на 200 тысяч. Мне досталось в «наследство» около 600 тыс. грн. долгов — только по зарплате. Всего же предприятие на сегодняшний день должно 2,5 миллиона.
При мне задолженность по зарплате еще выросла, сегодня она составляет 774 тысячи гривен.
Патроны, которые «не стреляют»
— В чем причины роста задолженности?
— Одна из них — неправильная организация сбыта. Если еще 5 лет назад даже из Владивостока приезжали и покупали луганские патроны, то когда я пришел на предприятие, остался только один рынок сбыта — Барабашово. Понятно, что там всего несколько оптовых заказчиков (человек пять). И это все.
Сейчас мы уже вышли на Киев, Винницу, Славянск. Пытаемся «пробиваться» и в Луганске, наладить здесь реализацию в нормальных объемах. Но в родном городе почему-то считают, что УТОС не работает, хотя на каждом патроне есть значок — наш логотип. А луганские предприниматели ездят в Харьков, там покупают патроны и здесь продают.
Вторая причина — мои предшественники сами породили конкурентов для своего же предприятия. В конце 90-х — начале 2000-х наши пресс-формы были проданы на несколько таких же УТОСовских предприятий в других городах. И получилась такая ситуация. Я уже говорил, что раньше каждый УТОС имел свою специализацию. Скажем, в Киевской области производили продукцию по термопласту, в Хмельницкой — какие-то деревянные изделия. В Луганске делали только патроны. Руководители договорились между собой, и наши пресс-формы «ушли» на те предприятия. И у них получилось уже по два и более видов деятельности, а у нас остался только один. В результате у конкурентов — больше оборотных средств, чтобы поддерживать производство патронов на должном уровне. Хоть и говорят, что у всех оборудование старое, вопрос в том, насколько. На нашем предприятии пресса и таблетировочные машины уже выработали по три нормы (по срокам эксплуатации).
Так что теперь на тот же харьковский рынок Барабашово приезжает, как минимум, еще два поставщика патронов, кроме нас. Мы можем конкурировать с другими производителями, которые не облагаются льготами. А если у них такие же льготы — очень тяжело.
Производство патронов для ламп накаливания
Все это, естественно, не могло не сказаться на ситуации на предприятии и, в частности, — на росте задолженности по зарплате.
Судите сами. Патроны для ламп накаливания — это сезонные продажи, первое полугодие спроса на них почти нет. Идут они, в основном, на строительство, а весной и летом строители обычно «выгоняют» коробки. Электропроводкой занимаются больше поздней осенью и зимой. Старые связи нельзя терять, на рынке Барабашово мне обещали: с июня мы будем заказывать патроны (примерно по 300 тысяч в месяц). Мы бросили все ресурсы на частичный ремонт оборудования. Но спрос пошел только в конце августа.
Еще очень сильно подвело (и это моя ошибка), что спросом пользовались только дешевые патроны. Мы производим их четыре вида, реализуем по разной цене. Работы по сборке и всему остальному одинаковы, для дешевых немного меньше затраты на материалы, но это несущественно. А мы рассчитывали, что каждого вида патронов будет уходить примерно по 25%. Тогда бы ситуация была бы более-менее сносной. А так — фонд заработной платы вырастает, а «оборотка», общая сумма реализации намного меньше.
Поднять цены мы тоже не могли — конкуренты давили, оптовики просто отказались бы с нами сотрудничать. Анализируя эту ситуацию, «долгожители» предприятия говорили: сейчас пойдет дорогой патрон, пойдет… А задолженность росла. В итоге я сказал: все, дешевых патронов мы не продаем вообще. Отпускаем их только тем партнерам, которые уже сделали предоплату.
Но получилось, как получилось. В июне, чтобы заплатить людям хоть какие-то деньги, я просто занял, в июле мы взяли предоплату, планируя быструю оборачиваемость при хороших заказах (100 тысяч гривен реально вернуть в течение трех месяцев). Но оборачиваемости как таковой не случилось.
Зарплата ежемесячно выплачивалась, но не в тех объемах, как хотелось бы. Первое полугодие (с этими заемами, с какими-то маленькими отправками) мы старались удержать уровень задолженности. Но когда пошел большой объем заказов, много людей вышло на работу. И в сентябре-октябре получился сбой. За счет продажи дешевых патронов мы потеряли примерно по 50-60 тысяч в месяц.
Еще одна причина (я, наверное, глупость сделал) — выплатили примерно месячный фонд долгов прошлых директоров. Хотя меня и прокуратура, и охрана труда предупреждали: не делай этого. А как не делать? Сидят два инвалида рядом, я плачу, допустим, за март. Один работал, другой был в отпуске (им положен дополнительный). Я ему плачу за январь или декабрь — чтобы человек хоть что-то получил.
Так «моя» задолженность и выросла. И получилось, что другого выхода-то и не было. Финансовые решения я не принимаю единолично. У нас создана специальная комиссия, на заседаниях которой присутствуют представители рабочих, профкома, бухгалтерии. Все вместе мы принимаем решения, как распределять деньги. Если есть приход, считаем, что пойдет на материалы, что — на зарплату, что — на ремонт. Если пустить все средства на выплату задолженности, мы просто остановимся. А люди этого не хотят, говорят: мы лучше потерпим, покупайте сырье, лишь бы была работа.
— Патроны для ламп накаливания — убыточная продукция. Возможно ли сделать ее прибыльной? Или, может быть, стоит отказаться от их производства?
— Отказаться от производства патронов мы не можем — там работает основная масса инвалидов. А для того, чтобы при нынешней цене достигнуть точки безубыточности, надо продавать 200 тысяч патронов в месяц. Максимальный объем, на который мы можем выйти — 120-140 тысяч. Это предельная производительность — оборудование больше не выдерживает. Столько сегодня и продаем, делаем только под заказ — на склад работать не можем.
На заседании комиссии по задолженности нас упрекали в том, что патроны реализуются по цене ниже себестоимости. Это так и есть. Резко поднять цены мы не можем — конкуренты «съедят». С ноября немного подняли, но это можно делать только постепенно. Что же касается убыточности… Если 120 тысяч патронов умножить на оптовую цену, по которой мы продаем их на Барабашово (1грн. 30 коп.), получится 156 тыс. грн. Обходится же патрон примерно в 1 грн. 80 коп. Потому планируемые на будущий год по этому виду деятельности убытки — 400 тыс. грн.
— А по какой цене патроны продаются в розницу, к примеру, в Луганске?
— В одном из луганских магазинов видел, что подвес стоит 5 грн. 50 коп., а прямой — 5 грн. 80 коп. Конечно, нам выгоднее было бы продавать их землякам напрямую. Но потребность луганчан нас не устраивает — в лучшем случае, будут брать по тысяче патронов каждого вида. А это нас не спасет.
«Всё воруют: деньги, брюки и хорошие слова»?
— Вы сказали, что на всех бывших руководителей предприятия УТОС заведены уголовные дела. Судя по сложившейся ситуации, не зря?
— Мне трудно об этом судить, я ведь не прокурор. Но думаю, что уголовные дела заводились «по делу» (извините за каламбур). Ситуация на предприятии действительно сложная, когда я только сюда попал был, что называется, в шоке. Некоторые из руководителей просто набивали карманы, не думая ни о людях, ни о развитии, ни о последствиях. А потом уходили.
Приведу лишь несколько примеров. На предприятии был термопластавтомат, весьма необходимый для работы, — его продали (причем, как рассказывают, относительно новый). Разворовано и практически все оборудование в столярном цехе.
Я уже говорил, что мы пытаемся снова завоевать потерянный рынок сбыта. А почему он был потерян? Доходило даже до того, что бывшие руководители попросту «кидали» заказчиков. Мне рассказывали случай, когда россияне перечислили на предприятие 20 тысяч долларов, а им не отправили готовую продукцию. Подобное было и с оптовиками с Барабашово, и с поставщиками сырья… А деньги расходились по карманам.
На момент моего прихода здесь несколько лет не было ни тепла, ни воды. Искупаться после смены рабочим было негде — стоял бак, которому около 30 лет, внутри — сантиметров 10 накипи. Он грелся на открытых спиралях, в любой момент это «джакузи» могло ударить током.

На предприятии около 10 лет никто не делал инвентаризацию. Когда сделали, мы «нашли» бойлеры и трубы — оборудовали хотя бы нормальные душевые.
Да и не только руководители грешили. Раньше здесь был полностью закрытый цикл производства. Сохранилась мехмастерская по металлу, где делали пресс-формы для производства патронов, там стоят токарные и фрезерные станки (слава Богу, хоть их распродать не успели). Но когда токарю или ремонтнику месяцами не платят зарплату, что он делает? Выдергивает из станка медные провода или какой-то блок и несет на рынок. Купит булку хлеба и бутылку водки — горе зальет и ждет, когда можно будет еще что-то продать. В этой ситуации осуждать людей сложно, но и производство восстановить теперь непросто.

— И все же пытаетесь?
— А что делать? Надо же как-то выживать. Мехобработку уже запустили, сейчас пытаемся найти заказы под нее. Что-то получается: заключили договор, денег не много, но за ноябрь тысяч десять мы получили. Это хоть что-то.
Столярный цех, как я уже говорил, пострадал больше — быстро запустить его мы не можем, туда надо установить станки. Деньги для этого нужны небольшие — 3-5 тысяч. Но их надо где-то взять. И еще платить зарплату людям, которые будут на них работать. Пока это большая проблема, ведь неизвестно, когда пойдет сбыт.
Есть и еще одна перспектива. Мы заключили договор, по условной цене взяли в аренду термопластавтомат (вместо когда-то украденного), с тем, что арендодатель забирает готовую продукцию — коробки для автомата. Нам это выгодно: не надо искать рынок сбыта, не надо держать снабженца. Конечно, продукция будет реализовываться немного дешевле, чем на рынке, но она будет приносить какую-то прибыль. Два-три аппарата может обслуживать в смену один человек. Для сравнения: на линии по производству патронов задействовано около 50 работников. Кроме того, старое оборудование гораздо более энергоемко.
Как я уже говорил, отказаться от производства патронов мы не можем. Но если даже оно будет невыгодным, а остальные участки прибыльными — за счет этого можно будет жить. На следующий год мы уже планируем около 60 тыс. грн. прибыли. Это, конечно, немного. Но все-таки прибыль.
Грань отчаяния
Обрисованные Дмитрием Салимджановым перспективы, по правде сказать, не слишком обнадеживают. Вряд ли они помогут быстро поднять предприятие, да нынешний директор на это не очень-то и надеется. А вот на что надеются «рядовые» работники УТОС, сколько они готовы ждать, для чего годами ходят на работу, по сути дела, бесплатно?
«Я работаю на предприятии с 1984 года, — рассказывает рабочий Валерий Погребной, инвалид по зрению (задолженность по зарплате — около 6000 грн.). — О нем сегодня очень больно говорить — лежим мы плашмя. Тяжело сегодня всем украинским УТОСам, но, насколько я знаю, другим предприятиям помогают. Нам не то что не помогают — еще и мешают, к сожалению.
Такая ситуация сложилась потому, что на предприятии остался только один профиль — производство патронов (да и то убыточное). Все остальное было в свое время распродано и закрыто. Нынешний директор пытается наладить другие виды деятельности, чтобы можно было хоть как-то маневрировать. Но запустить новое производство не получается — станки-то нам в аренду дали, но все равно нужны деньги, хотя бы на материалы. А вот денег пока не обещают. Некоторым предприятиям центральное правление УТОС выделяет финансовую помощь, но до нас очередь не доходит. Вот и получается замкнутый круг.
Вообще странная ситуация. Я разговаривал с одним из членов правления, он рассказал, что на последнем заседании о нашем предприятии говорили негативно, мол, очень большая задолженность. Но, к примеру, у луцкого УТОСа — миллион 900 тысяч с копейками. И их на вид не выставляют. А Луганск все время позорят.
По-моему, нас просто бросили на произвол судьбы, чтобы посмотреть: поднимемся или нет, утонем или будем плыть дальше?
А как нам выплыть? В нынешней задолженности — львиная доля двух предыдущих директоров. Но хотя уголовные дела на них были заведены, все это почему-то зависло, и уходили они отсюда по собственному желанию. А мы остались с долгами. Предыдущий директор вообще с людьми перестал общаться. Мы создали инициативную группу, писали Президенту, Сушкевичу, в генеральную прокуратуру (наша, увы, бездействовала). Вот тогда, очевидно, ему и предложили уйти.
А нынешнего директора теперь пинают за задолженность по зарплате, не особенно разбираясь в ее причинах. Но нам же нужно какое-то время, чтобы выбраться, так хотя бы не мешайте.
Можно, конечно, плюнуть, уволиться и сидеть дома. Но предприятие-то — наше! Да и уйти нам некуда, альтернативы нет. Куда возьмут слепого? А надежда, как известно, умирает последней. Мы видим, что Дмитрий Ильдусович пытается что-то сделать. Но пока все стоит на месте».
«У нас постоянно получается так: приходит новый директор и выплачивает часть «чужой» задолженности, — говорит председатель правления, рабочий Сергей Якоба (задолженность по зарплате — около 17 тыс. грн.). — А потом она опять накапливается и начинает расти. При Лебединском накопилась задолженность за три года. Потом пришел Гайдаш, его долги отдал — и за три года накопил свои. Это уже своего рода закономерность. А помощи нет, по сути, мы брошены на произвол судьбы.
Мы пытались сами искать хоть какие-то выходы. К примеру, когда-то мой знакомый, который торгует на Центральном рынке, предложил мне: тебе все равно зарплату не платят, пусть под нее тебе выпишут патроны, я их куплю по той цене, по которой беру в Харькове. И ты с деньгами будешь, и я на дороге сэкономлю. Я обратился к тогдашнему директору Гайдашу, так он мне предложил патроны по цене большей, чем их продают на рынке Барабашево. «Сделка», естественно, не состоялась».
«Нас все время просят: давайте потерпим, может, что-то наладится, — рассказывает председатель профкома, инвалид по зрению Александр Сальников (задолженность по зарплате — около 17 тыс. грн.). — А ничего не налаживается! У меня зарплата со всеми надбавками — около 1 тыс. грн. Она не выплачивается 17 месяцев. Живу, как и все остальные, на пенсию по инвалидности. Но зачем тогда на работу ходить?
Очень многие устали терпеть и ушли. В советские времена на предприятии работало около 800 человек. Осталось 54. Но если бы появилась хоть какая-то стабильность, люди начали бы возвращаться, ведь другой работы практически никто не нашел.
Если нам никто не поможет, мы не выкарабкаемся. Пока ходим на работу, только чтобы пообщаться, сидеть в четырех стенах очень тяжело.
И при этом происходят вещи, прямо таки анекдотические. К примеру, какие-то детали для завода ОР делают в УТОСе Белой Церкви. Неужели нельзя договориться, чтобы это делали мы? Всем же выгодно будет. Но, увы, здоровые люди далеки от общества слепых и его проблем. А это ведь прекрасные работники — очень внимательные, старательные, педантичные. К примеру, раньше мы собирали платы для телевизоров и даже для военного завода. И жалоб на качество никогда не было!
В каких объемах нашу продукцию возят сегодня на рынок, по какой цене продают оптом и в розницу — мы не знаем. И надежд на перемены к лучшему остается все меньше».
Кто услышит сигнал SOS?
Вывод из всего увиденного и услышанного напрашивается только один: чтобы выжить, луганскому предприятию УТОС необходима помощь. Причем инвалиды вовсе не просят милостыни.

— Конечно. К примеру, есть, на мой взгляд, хорошая идея: наладить производство тактильной плитки для инвалидов, которая сегодня в Украине не производится.
Поясню. Во всем мире существуют стандарты, которые помогают незрячим и слабовидящим ориентироваться в пространстве. К примеру, чтобы инвалиду по зрению зайти в школу или больницу, первая и последняя ступеньки лестницы должны быть выкрашены в контрастные цвета. Двери не должны совпадать по цвету со стенами. На ручке двери должно быть специальное тактильное покрытие. А движение по улице! Как незрячим переходить дорогу? Необходимы специальные дорожки опять же с тактильным покрытием. В большинстве стран мира на каждой остановке транспорта на полметра кладется тактильная плитка. Незрячий ощупывает ее палочкой и понимает, в каком направлении двигаться. А водитель обязан останавливаться так, чтобы двери были напротив этой дорожки.
Что происходит у нас? Естественно, на остановках нет никакого тактильного покрытия, а в маршрутках — никакой озвучки, чтобы слепой мог услышать номер маршрута. Но иногда происходят вещи и вовсе страшные.
Только один пример. Валера Погребной как-то стоял на остановке, подъехала маршрутка. Он начал подходить к двери, в этот момент водитель резко рванул с места и уехал — зачем везти инвалида? А незрячего сильно ударило дверью. Теперь из-за этой травмы (она была серьезной, с сотрясением мозга) Валера каждые полгода вынужден ложиться в больницу. Мало того, хозяин маршрутки еще и обвинил его в произошедшем и чуть не подал на инвалида в суд.
При этом даже в областной программе по социальной защите и реабилитации лиц с ограниченными физическими возможностями есть пункт о доступности тротуаров и всего остального. Но посмотрите хотя бы на наш «специализированный» район. Вдоль тротуаров раньше были металлические турникеты. Часть разворовали, часть поломали работники водоканала, когда делали ремонт (обещали восстановить, но, конечно, ничего так и не сделали). А ведь есть незрячие, у которые нет еще и рук, они с палочкой ходить не могут. Они боком нащупывают турникет — так и передвигаются. Вернее, передвигались, ведь теперь турникетов нет.
Вот вам отношение к незрячим в нашем обществе.
Тактильная плитка будет необходима и в связи с грядущим Евро-2012. Сейчас на наших стадионах не оборудованы специальные места для инвалидов, а по международным стандартам на каждом должно быть не менее 30 мест для незрячих. Если их не будет — это ущемление прав людей с ограниченными возможностями.
Почему же нам не производить тактильную плитку? Тем более, в Луганске есть люди, готовые поставить оборудование, наладить его, запустить приспособить эту линию для работы инвалидов по зрению — а это минимум 12 рабочих мест. Кроме того, на этом оборудовании можно делать не только плитку, но и столь необходимые турникеты, и специальные люки, которые сегодня производятся, но в Луганске, увы, не устанавливаются.
Мы уже подписали с потенциальными партнерами протокол о намерениях. Но своими силами мы это дело, конечно, не потянем — нет денег, чтобы выкупить оборудование. Так что если городские или областные власти не пойдут навстречу, ничего не получится.
Я рассказал только об одной идее. Предложений и вариантов у нас — море. Все упирается в финансы и понимание местных властей.

— Увы, пока нас никто не слышит. Единственное светлое пятно — в прошлом году нам списали 250 тысяч гривен, которые в 2004 году Фонд помощи инвалидам на возвратной основе выделял на развитие (на сырье). Вернуть эти деньги предприятие не смогло. Со списанием этого долга помог А.С. Ефремов.
Но это все. И кругом — одни камни преткновения. Так пусть местные власти хотя бы организуют выездное заседание, приедут к нам, посмотрят…
На всех заседаниях я говорю: один директор может убить предприятие, но один директор его не поднимет. И заявление об уходе я до сих пор не написал только потому, что нахожу понимание у людей и искренне хочу им помочь.
