Какими будут избирательные округа на Луганщине?

Как известно, нынешний закон оставил мало ограничений в свободе действий Центризбиркома при «нарезке» избирательных округов. По-сути, единственное ограничение – количество избирателей в округах не должно отклоняться от среднего по Украине более чем на 12%. При средней численности округа 163 300 человек допустимый по закону интервал – от 143 700 до 182 900 избирателей.
Однако на самом деле, для признания выборов международным сообществом, власти придется придерживаться и ограничений, не предусмотренных законом о выборах. В том числе, учитывать общественное мнение по процедуре «нарезки» округов. Если последнее, понятно, будет сформировано. И хотя по закону исключительная компетенция в формировании округов принадлежит Центризбиркому, мы считаем важным, чтобы мнение неправительственного сектора относительно их границ было озвучено. Ведь тогда сложнее будет их «кроить» в интересах тех или других политсил.
Какие дополнительные критерии, кроме обозначенных в законе, мы считаем необходимым использовать при определении границ округов?
1. Минимальное различие в численности избирателей в округе. Ведь примерно одинаковый «вес» голоса избирателя – это важнейшее условие равенства прав избирателя. В разбивке, которую мы предлагаем ниже, отклонение от средней численности округа по Луганской области составит не более 2,5%.
2. Компактность округа. Это особенно важно для организации работы избирательных комиссий. Стокилометровые поездки от избирательного участка в центр округа – одна из больших проблем предыдущих избирательных кампаний. К тому же, на выборах 2007 года автомобили участковых комиссий, перевозившие бюллетени после подсчета голосов, иногда встречались на одной дороге. Например, те, которые ехали из Антрацита в Свердловск, с теми, кто ехал из сел Антрацитовского района в райцентр.
Да и с точки зрения отстаивания интересов избирателей депутатами-мажоритарщиками компактный округ лучше.
3. Максимально возможное сохранение в округе границ административных единиц, особенно в сельской местности. Обеспечение работы участковых комиссий здесь во многом зависит от материальной и организационной поддержки райгосадминистраций. Поэтому определение села в другой избирательный округ, чем тот, где находится остальной район, крайне не желательно. А в 2002 году такое случалось. Например, Мирная Долина Попаснянского района была отнесена не к Лисичанскому округу, как остальной район, а к Северодонецкому.
Но мы считаем вполне допустимым, когда к другим округам относятся города и поселки, имеющие достаточно функциональные органы местного самоуправления, и входящие в состав других городов.
4. Неразрывность границ округа, недопустимость создания анклавов. Это важно хотя бы для того, чтобы не было вакханалии «округотворчества» в интересах тех или иных потенциальных кандидатов.
Ниже приведены разработанные в ЛОО КИУ предложения по нарезке округов, которые мы хотели бы направить в Центризбирком. Но считаем более важным получить от других общественных или политических организаций альтернативные предложения.
ЛОО КИУ хотел бы озвучить свои предложения.
Мы исходили из того, что в Луганской области будут созданы 11 избирательных округов, при этом средняя численность избирателей в Луганских округах будет на 2,25% превышать среднюю численность округа в Украине.
Округ 1: Троицкий, Сватовский, Белокуракинский, Старобельский, Новопсковский и Кременской районы. Численность избирателей – 167 800, на 2,76% больше среднего по Украине. С точки зрения компактности Старобельск как центр округа более предпочтителен в сравнении со Сватово. Самый большой и сложный в организации выборов округ.
Округ 2: Марковский, Меловской, Беловодский, Станично-Луганский районы, Каменобродский район Луганска, несколько крайних на северо-восток кварталов, входящих в состав Жовтневого района Луганска, а также Счастье, Вергунка, Веселенькое (часть Жовтневого района общей численностью избирателей в 45 тысяч). Всего численность избирателей по округу – 163 800, или на 0,31% больше среднеукраинского. За счет «экстремального» разделения между двумя округами самого большого района Луганска, конфигурация второго «сельского» избирательного округа Луганщины существенно улучшается. Но в качестве его центра предпочтительнее Станица Луганская.
Округ 3: Оставшаяся часть Жовтневого района Луганска (примерно 105 600 избирателей) и Ленинский район Луганска. Всего 168 600 избирателей, что 3,25% больше среднего по Украине. Центром может быть «привычный» жовтневый райисполком.
Округ 4: Славяносербский район и Артемовский район Луганска. Всего 168 300 избирателей, или на 3,06% больше среднего по Украине. Центр округа – «привычный» артемовский райисполком.
Округ 5: Краснодон, Краснодонский район, Лутугинский район. В таких границах этот округ был на выборах 2007 года, численность избирателей – 162 600 человек, что на 0,43% меньше среднего по Украине. Центр округа – город Краснодон.
Округ 6: Города Свердловск (с входящими в его состав населенными пунктами) и Ровеньки, а также поселки Щетово и Каменное, административно входящие в состав города Антрацита, но примыкающие к Свердловскому району. Общая численность избирателей по округу – 164 600 человек, или на 0,80% больше среднего по Украине. Центром округа с точки зрения компактности могут быть Свердловск или Ровеньки.
Округ 7: Города Красный Луч (без Петровского и Штеровки), Антрацит (без Щетово и Каменное) и Антрацитовский район (без Ивановки). То бишь без окраин. Общая численность избирателей по округу – 166 800 человек, или на 2,14 % больше среднего по Украине. Центр – город Красный Луч.
Округ 8: Перевальский район и город Алчевск, а также город Петровское и поселок Штеровка, административно входящие в Красный Луч, но примыкающие к территории Перевальского района. И Ивановка, территориально входящая в Антрацитовский район. Общая численность избирателей по округу – 167 800 человек, или на 3,92 % больше среднего по Украине. Центр – город Перевальск.
Округ 9: Города Брянска, Стаханов, Первомайск (без Горского, Тошковки, Нижнего). Общая численность избирателей по округу – 169 700 человек, или на 3,92 % больше среднего по Украине. Центр – город Стаханов.
Округ 10: Попаснянский район, города Лисичанск и Кировск, город Горское, поселки Тошковка и Нижнее, административно входящие в состав Первомайска, но расположенные отдельно на территории Попаснянского района. Общая численность избирателей по округу – 170 600 человек, или на 4,49 % больше среднего по Украине. Центр – город Лисичанск.
Округ 11: города Северодонецк и Рубежное, Новоайдарский район. Общая численность избирателей по округу – 166 200 человек или на 1,77 % больше среднего по Украине. Центр – город Северодонецк.
